Update patch for NSS 1.0.38.9 with bug fix on reading BB5 ASK files.

Please download the patch for NSS from our web page

This contains pdg4flsc.dll with fixed bug on reading BB5 ASK files with
Federal One device. Download, unzip and replace existing pdg4flsc.dll in
..NSS\Framework Folder. The new DLL has version 1.0.0.54 and it should appear
in the device info like this:
